Global Combat Support System - Marine Corps (GCSS-MC)

GCSS-MC is Oracle-based ERP system that currently provides the United States Marine Corps (USMC) with a robust and flexible logistics capability through a deployable, single point of entry for all logistics needs. GCSS-MC is the replacement for age-old USMC legacy systems including but not limited to SASSY(Supported Activities Supply System), MIMMS(Marine Corps Integrated Maintenance Management System), ATLASS (Asset Tracking Logistics and Supply System). Imperative performance objectives include increased logistics response and reduction in customer wait time.

Skylon provided functional and technical expertise to the system integrator (Oracle) by supporting the analysis and specification for interfaces within the Oracle 11i E-Business Suite environment, focusing on business rules, data models for integration, conversions and synchronizations, business portfolio, and SOA standards for interfacing with legacy subsystems.

Item Unique Identification (IUID)

    Designed and orchestrated a series of RICE (Report, Interface, Conversion and Extension work products) objects to implement Item Unique Identification (IUID) capability in accordance with DoD Instruction 8320.04, related to Item Unique Identification Standards for Tangible Personal Property and Marine Corps Order 4000.51B on Automated Identification Technology.

The IUID Solution Architecture consited of:
      A conversion of the Marine Corps legacy IUID marked items from the Temporary Data Store (TDS) system.
      Near real time web services with the DoD IUID Registry system to verify the registration of Unique Item Identifier (UII).
      An SFTP based interface which allows the Marine Corps to provide updates to the IUID Registry system.
      User friendly portal for IUID capability management using Oracle APEX technologies.
      Integration of IUID into the procurement, Inventory and Warehouse Asset Management processes.

Warehouse Management System (WMS)

    Used knowledge of the Oracle eBusiness Suite iProcurement and Order Management modules to help re-engineer business processes and information and services sharing between the Global Combat Support System- Marine Corps (GCSS-MC) and the Marine Corps retail storage facilities managed by Storage Retrieval Automated Tracking Integrated System (STRATIS).

    Supported a successful pilot project for system migration from the legacy Storage Retrieval Automated Tracking Integrated System (STRATIS) to Oracle 11i E-business Suite (EBS) Warehouse Management System (WMS) with the adoption of Mobile Suite Chain of Applications (MSCA) as well as Automated Identification Technologies (AIT).

Other Solutions

    - Architecture of the GCSS-MC Issue Release/Receipt Document (IRRD) in accordance with the DoD standards pertaining to Automated Data Capture for Serialized Item Shipments and Preparation of the IRRD (DD Form 1348-1A or DD Form 1348-2).

    - A logistics asset visibility interface for Radio Frequency Identification between GCSS-MC and the Army Radio Frequency – In transit Visibility (RF-ITV) system.

    - Electronic Data Interchange (EDI) X.12 format based interfaces with the Defense Logistics Agency Transaction Services (DLA-TS) for near-real time transmission and reception of supply demands.

    - Web services to provide data and aggregated services to DoD systems including Defense Logistics Agency Asset Visibility (DLA-AV), the Marine Corps Equipment Readiness Information Tool (MERIT), Materiel Capability Decision Support System (MCDSS) and Common Logistics Command and Control System (CLC2S).

    - User Verification interface system with the Defense Enrollment Eligibility Reporting System (DEERS) and strict adherence to DoD directives on Social Security Number (SSN) reduction plan and Information Assurance (IA) with accent on Electronic Data Interchange Personal Identifier (EDI-PI)

    - Publication of GCSS-MC web services to the Net Centric Enterprise Services in accordance with the Department of Defense vision of Net Centricity.

    - Asset transportation and tracking by information and services exchanges with Air-Force Cargo Movement Operation System (CMOS).

    - HR, Mission Capability and Readiness Assessment via information exchange with the Marine Corps Total Force Management System (TFSMS) and Operational Data Store Enterprise (ODSE).

Case Studies

Material Return Program (MRP)

Our engineers led the business process review, requirements definition and helped draft an engineering change proposal for the implementation of a material return capability within GCSS-MC. This feature gives Supply Management Units (SMU) and Repairable Issue Points (RIP) the ability to return excess inventory and/or carcasses to the DLA suppliers for a financial credit when asset posture is above authorized retention levels in accordance with DoD Materiel Management Regulation (DOD 4140.1-R).

Inter Service Logistics Support

Our engineers led the business process review and requirements definition for information and services exchange between GCSS-MC and the Standard Army Retail Supply System (SARSS) for seamless support of Marine Corps units in deployed environment by an Army Supply Support Activity. Produced a detailed requirements and business architecture documents as well as information flow diagrams of future communication and logistics support.
